is by Charlie Riedel, AP Photographer.
A site visitor (Kent) found him for me, and I messaged Mr. Riedel.
It's been a week with no reply, so I took the photo down.
I am actively seeking others to take its place.

probably because it is in front of the new capitol tower.
However, the State calls the tower the state capitol.
